Users of the
Debian distribution are able to install BinClock with apt-get install binclock.
On
http://packages.debian.org/binclock you find more info about the deb files.
BinClock is also available in Gentoo, you find it online on
http://packages.gentoo.org/ebuilds/?binclock-1.5 or use your local portage system to install it.
BinClock runs on all Linux, Hurd and BSD systems. If you want to use it on an W32 platform you have to customize the sources, but it runs.
